The process of metropolization of cities occurs from the polarization of a region around a major city in physical size and, especially, population, characterized by high density, high rate of urbanization, around which forms a core metropolitan. This phenomenon has generated environmental problems, morphological, and socioeconomic policies that needed to be thought in a comprehensive and interrelated, especially about the prospects for management and sustainability. These thoughts that go through various stages of work, were prompted by a concern before booster of issues common to different locations, surpassing boundaries and taking regional scope, in a process of formation of new groupings of municipalities in Brazil and also in Pernambuco. At the same time, we see gaps in the legislation, which makes possible the possibility of large differences, both quantitatively and qualitatively, between regions, motivating thoughts and questions about the defining principles of what constitutes a metropolitan area.
