Considering urban management models used in Recife in recent administrations, this work aims to analyse the political scenario in the city since the year of 2001. Based on the Participative Budget Instrument which is widely used in Brazil making it possible for a popular participation in the process of urban management, this study evaluates the efficiency of this so-called democratic instrument, its development and the results obtained through its citzenīs power deliberation to provide social inclusion. Though during the research work it was seen that the results pointed to a questionable use of the instrument since it has become a political means to settle political disputes over which civil works should be carried out and how they should be presented to society.
